For me I kinda don't consider this as a filler since it's kawaki and hima's development. Especially hima, u cant go back to the main story and say she didn't attend the academy or became a ninja.

What I meant by filler is that this story is not in the manga but apparently for this anime we have a so-called "anime-canon" so if that terms exist than we could consider all episodes as anime-canon too

This arc definitely has potential.
